Every state and union territory, shaded by resolution rate, with raised, resolved, open and overdue counts on hover.

Women empowered
Registered, in work, in training, entitlements claimed, legal matters closed, enterprises started, card members — each with its own published definition.

Methodology — the definitions that matter
Grievance raised
A matter registered with the Forum on behalf of a named member, with a reference number and a responsible public office identified. Advice given without a filing is not a grievance.
Resolved
The outcome the member sought was obtained, and the member has confirmed it. An office marking a file closed is not resolution.
Closed without resolution
Rejected, withdrawn, lost contact, or superseded — published separately with the reason, never folded into "resolved."
Overdue
Open beyond the statutory or published service-delivery timeline for that category, in that state.
"Woman empowered"
The hardest and most abused word on this dashboard. It's published only as its components — registered, in work, in training, entitlement claimed, matter closed, enterprise started — each defined, each verifiable. There is never a single "empowered" number that sums several different things.
Days to resolve
Calendar days from filing to member-confirmed resolution. We publish the median and 90th percentile, never the mean, which one long case distorts.
Responsiveness index
A public, comparative record of which offices answer fastest — built so it strengthens the Forum's access everywhere, rather than closing doors in the states it ranks poorly.
Offices are ranked, never people. The unit is the office — a Collectorate, a Department, a District Legal Services Authority. Offices persist; office-holders change. No politician's name, photograph or party appears anywhere on this dashboard.
A volume floor applies. No office is ranked on fewer than 30 closed matters — below that, we show the count and mark it "too few matters to rank."
Right of reply, in public. Every ranked office may publish a written response beside its own figures, and contest any record through a documented, logged correction process.
Recognition, not exposure. We lead with the fastest-responding offices each quarter. The full table — including the slow end — is always there, but the framing praises, it doesn't shame.
